I’m a former Commissioner with the Greater Boca Raton Beach and Park District and I’d like to share a way to think about the Memorial Park campus.
Memorial Park was dedicated in the late 1940s to Boca residents who lost their lives in World War II. Over time, it has become a mix of uses—civic buildings, recreation, and open space—but it’s never really been looked at as a complete system.
At the same time, the City has a new location for staff on Congress Avenue. That’s a positive step.
It aligns City operations with our transportation hub at I-95 and Tri-Rail, and it removes hundreds of daily trips into the downtown area.
If you look at those two things together, it creates an opportunity.
Memorial Park can be restored as true open civic green space—anchored by its history, its open visibility, and the elements people care deeply about, including the Banyan trees and the Children’s Museum—while City operations continue to move to a location that’s better suited for access and efficiency.
Access to services doesn’t go away. It can be maintained locally through a public services presence, supported by simple camera-based kiosks (KEY-osks) that allow residents to connect directly and conveniently with City staff when needed, while day-to-day operations occur at the new Congress Avenue location.
Recreation remains part of the balance. Tennis and the skate park continue to serve residents, and the planned softball complex at Sugar Sand Park addresses a long-standing need—particularly for girls’ programs that have been underserved.
Public safety is also part of this. A modern, cost engineered police facility is needed, and the current site can then transition to open space consistent with a restored Memorial Park—open, visible, and centered on the community.
When you step back, this is about putting the right uses in the right places—reducing unnecessary traffic, maintaining access, and preserving one of the City’s most important public spaces.
I understand there are strong views on all sides of these issues.
My request is simply that you look at this holistically and with an open mind toward balanced outcomes that require some level of compromise.
