For the record, my comments relate to public safety impacts associated with traffic, parking, circulation, and emergency access within the Downtown CRA district
Earlier this year, during my Memorial Park and Downtown Civic Campus request, I spoke about reducing unnecessary vehicle trips into the downtown area. As I reviewed this application and the full staff report, I noted that the project itself is estimated to add 99 additional daily trips into the downtown system.
That observation is what brings me here today.
I want to be clear: this is not an anti-development statement. Downtown Boca has benefited from redevelopment and investment over many years. But we are now at a point where the City has decades of real-world operational experience to evaluate — not just theoretical assumptions regarding mobility, parking behavior, and transportation patterns.
This application proposes eliminating all required on-site parking while increasing intensity through residential and restaurant uses, based in part on historical CDRI assumptions regarding walkability, transit availability, shared parking, and reduced automobile dependency. Yet what many residents observe daily is continued heavy vehicle reliance, parking stress, circulation conflicts, rideshare congestion, valet stacking, and increasing operational friction throughout the downtown area.
And this is not simply about counting parking spaces.
It is about how the downtown system functions operationally as a whole:
- roadway circulation,
- pedestrian safety,
- bicycle interactions,
- emergency response movement,
- public parking utilization,
- and cumulative infrastructure pressure.
Every second matters when police, fire, or medical responders need unobstructed access through increasingly active and congested corridors.
Before additional precedent-setting approvals involving major parking deviations or intensified reliance on public infrastructure assumptions are granted, I respectfully ask the Council to consider stepping back and conducting a broader empirical operational review of the Downtown CRA district.
That review should include:
- actual traffic patterns,
- parking utilization,
- resident and employee vehicle demand,
- rideshare impacts,
- emergency access conditions,
- pedestrian and bicycle safety,
- and cumulative system-wide operational impacts.
This is no longer simply about individual projects.
It is about how the downtown system safely and functionally operates for residents, businesses, visitors, and emergency responders under continuing intensification.
